The service area for 911 totals 1,122 square miles, located in the northeastern corner of North Dakota, with the Red River of the North bordering the eastern edge of the county between Minnesota and North Dakota.
Enhanced 911, computer based radio control systems have been in use since 2004 and 2005, respectively. Enhanced 911allows 911 callers to be located from a specific geographical location when using a cell phone.
The public safety radio and data communications system are supported by a state radio tower, a number of county radio towers, and five county repeater sites. The voice radio system is a countywide wideband VHF system that has established interoperability disciplines among all agencies and flexible uses according to activity level and severity.
Both the voice radio and 911 phone system were made possible by federal funds. The primary source of operating funds for Pembina County are 911 excise taxes. The county does not charge service fees to the public safety agencies it serves.
The 911 Communications center provides all 911 call taking and dispatching for Law Enforcement throughout the County and in the cities of Walhalla, Cavalier and Drayton. Emergency Responders are dispatched for 9 Fire Departments (Bathgate, Cavalier, Crystal, Drayton, Mountain, Neche, Pembina, St Thomas and Walhalla), 4 Ambulance Services (Cavalier, Drayton, Pembina and Walhalla), and 4 Quick Response Services (Crystal, Mountain, Neche, and St Thomas). Certain communications support services are provided for Cavalier Air Force Station, North Dakota Game and Fish and North Dakota Forest Service. The Sheriff’s Office also provides communications support services for city and county road and public works, the District Judge and States Attorney, Juvenile Department, Victim’s Witness Advocate and Domestic Violence.

Not all the roads in rural Pembina County are "county roads". Some are State roads, but nearly 2/3 of them are township roads that have an organized body of government that oversees all of the townships affairs including roads. In Pembina County we have 24 townships. If in doubt, please call our department at 265-4208 to determine if a road is a county or township road.
Your township has a board of supervisors that are elected by the residents of the township. They meet at various times during the year and as a township resident you are encouraged and welcome to attend the meetings to provide input or discuss various issues including roads, local taxes etc.
The local township board has the duty to maintain the road system within the township. They make decisions such as where and when to gravel, paving projects, road repairs, road projects, speed limits, section line improvements, etc.
Most townships do not own any road equipment; they contract with a contractor for any road work that is done.
Snow removal in rural Pembina County is somewhat different than in the city. It can be nice in town and 2 miles out of town you can experience zero visibility. Be prepared! The county road department has 183 miles of County roads to maintain within the county. Depending on the snow fall, it usually takes at least 1.5 days after a storm has subsided to cover all the roads. After major storms it can and has taken up to 3 to 5 days. Residents need to be patient and prepared for these situations. Residents that need to be in town for their work or medical reasons are encouraged to make arrangements to stay in town during extreme weather conditions.
As a rural resident you will want to drive on safe roads. Please report any unsafe conditions that you may encounter while traveling to your township or the county road department. Report any downed or damaged road signs, the life you save may be your own.
To report any road problems that need attention call your township or the Pembina County Highway Dept. @ 265-4208. For emergency situations that need immediate attention after hours call the Pembina County Sheriffs Dept. @ 265-4122, or dial 911.

Our administrative assistant, Andrea's office is no longer located at the county shop. The new office is located at 300 Boundary Road W (social service building) in Cavalier. The front door is locked at all times so please ring the doorbell.
Devin's office is still located at the county shop at 503 Airport Road, Cavalier.
The objective is to minimize or remove deposits from the roadway that may constitute a road safety hazard for roadway users. In particular, mud is considered to be a danger to users of the roadway because it may lead to accidents. This can be accelerated in adverse weather conditions.
Owners, renters or contractors are responsible for the following:
1. Do everything possible to prevent mud or other debris from being
deposited on the roadway.
2. Use “Mud on Roadway” or “Slippery Road” signs when necessary to
inform the public of the hazard. Make sure signs are positioned to
give maximum visibility and warning to other road users.
3. Clean the road as necessary during the day and at the end of the
working day.
4. When asked by any law enforcement agency or by any highway
department official to clean the roadway, the roadway shall be
cleaned within two hours of being notified.
5. Labor, equipment and material costs associated with replacing any
gravel in order to ensure the safety of all county residents and to restore the roadway to pre-harvest conditions. This will be done at
the discretion of the Pembina County Highway Department and billed
to the owner, renter, or contractor.
If the owner, renter, or contractor fails to follow this policy as set by the Pembina County Board of Commissioners, the Pembina County Highway Department may cause the mud or other debris to be removed and the cost of removing the mud or other debris, and/or the replacement of any gravel or other material, if necessary, shall be billed to the landowner, renter, or contractor. If the bill remains unpaid for two consecutive months, the bill will be certified to the County Auditor, and all of the expenses shall be charged against the land and shall become a part of the taxes to be levied against the land for the ensuing year and shall be collected in the same manner as other real estate taxes are collected.

The traveling public is encouraged to report any road signs that are damaged or missing to the Highway Department as soon as possible. Every attempt will be made to correct the problem. Missing or down Stop Signs will always have priority over other signs. With an excess of 7,000 signs and one employee to do signs it may take a longer time to correct the problem. Please call or email the Highway Department 701-265-4208, pembhwy@nd.gov or the Pembina County Sheriff at 701-265-4122 to report missing signs.
