Job Description

 

Job Title: Public Health Staff Nurse

Job Status: part-time, salaried, standard

Department: County Public Health

FLSA Status: Exempt

Reports to: Public Health Director

Location: Court House Basement

 

Job Summary:

 

The staff nurse will provide professional nursing services to the residents of Pembina County. Professional nursing services will include in-office care as well as community outreach.

Essential Job Duties:

 

Administrative – Office/General:

Assist in writing and administering grants

Attend staff meetings

Serve on committees, task forces, and coalitions as necessary

Participate in tobacco prevention coalition activities

Attend conferences, trainings, and meetings to enhance the public health department as needed; travel required outside of county as applicable

Communicate and work with other department and county employees

Work on PC computer and variety of software programs

Answer incoming phone calls as needed and route appropriately or respond to needs

Schedule appointments for child health, immunizations, home visits, etc. as needed

Register clients and acquire appropriate HIPAA acknowledgement

Maintain and inventory and assist with ordering nursing supplies as needed.

Coordinate scheduling with other office team members.

 

Delivery of Nursing Services:

Direct Client Care - assess client needs, conduct examinations and screenings, administer medication, immunizations, and care as necessary, refer client to physician or medical facility when necessary, document care accurately and timely, provide follow-up services to the client, provide client and family education

School Health Programs - coordinate and deliver health education, immunizations, screening and referral programs for Pembina County schools as needed

Immunizations - coordinate and administer immunizations to children/adults in Pembina County

Maternal Child Health - provide nursing services to children ages 0-18 in Pembina County including child health, health tracks, office visits, etc; this service may be provided in the office and/or in the home of clients. Provide education to local preschool programs and daycares. Assist with preschool screenings. Coordinate youth summer learning events.

Adult Programs - provide routine injections, provide tuberculosis screening and tuberculosis treatment management, home visits with case management throughout the county

Correctional Health - provide nursing services to the county jail including assessments, obtaining health histories and rapid inspections as needed

Car Seat Distribution Program - educate clients on installation and proper use of car seats. Update and maintain technician certification. Assist with local car seat checkup events.

Grants and Programs - assist in writing and administering grant activities outlined in grant work plan including collaboration, policy development and implementation, education and communication with local and state policy makers, attend trainings and meetings as needed, assist with reporting as needed

Community Health - provide health promotion activities and education to employees, businesses, industry and organizations in Pembina County, participate in interagency health fairs, present health and wellness information to groups, network with other agencies and partners. Build relationships with local policy makers.

Tobacco Prevention – collaborate with two other staff members who all share in the role of tobacco coordination. Work with the state Center for Tobacco Control Policy to implement programs, events, and campaigns related to tobacco prevention.

Public speaking to varying group sizes

Perform other duties as assigned

Accountabilities:

 

Provide consultation and guidance to health professionals under the direction of the DON, assist in developing and implementing public health programs, consult with DON to evaluate and modify programs to meet needs

Participate in formulating and evaluating public health program policies and standards for local communities and health care programs

Assist in developing guidelines, manuals, and other resource materials pertaining to the respective public health programs

Coordinate public health programs with other services of the department and services provided by local, state, and federal agencies

Obtains knowledge of health and welfare agencies in county and state

Assess public health educational needs, Plan and participate in educational programs

Attend educational workshops/seminars, trainings, conferences, and meetings to enhance the public health department and maintain licensure

Job Qualifications, Experience, and Education:

 

Must have Bachelor’s degree in Nursing (4 year RN)

Must have and maintain current North Dakota licensure or be eligible for licensure as a registered nurse

Must have valid driver’s license, personal vehicle, and proof of insurance

Must sign and adhere to Confidentiality Agreement and HIPPA privacy practices

Must have and maintain CPR certification (may acquire after employed)

Must be Incident Command System trained (may acquire after employed)

Must desire work experience in public health, health care systems, program administration, or health education

Desire willingness to participate in occasional overnight, evening, or weekend public health activity or event

Working Conditions/Physical and Mental Demands:

 

Physical environment consists of a standard office environment.

Travel will be required, including some overnight travel

Will include physical motions of sitting, reaching, minor lifting and finger dexterity for use of keyboard.

Frequent use of PC keyboard and monitor.

Frequent physical activity to conduct outreach. Use of a vehicle to travel from place to place, while packing and unpacking supplies at each location (i.e. schools, senior centers, private homes, etc).

Frequent use of standard medical equipment (blood pressure cuff, stethoscope, tympanogram, etc.)

Appropriate use of protective clothing and equipment is expected and required (gloves, goggles, masks, etc.)

Potential exists for exposure to infectious diseases, blood and bodily fluids
