The mission of the Pembina County Highway Department is to provide a safe, well maintained road and bridge system that will insure the safe and efficient movement of people and goods throughout the county.

  The Pembina County Highway Department is located at 503 Airport Road in Cavalier, ND with an office, shop and storage facility.  The staffing of the Pembina County Highway Department is composed of a Highway Superintendent, a Foreman, three equipment operators and five truck drivers for a total crew of 10.  There are generally 2 temporary employees hired during the summer months.

The Pembina County Highway Department Supervises new construction and maintains all county roads including removing snow and ice, mowing, patching, replacing and installing culverts and replacing signs.  The department also currently maintains all bridges on Pembina County roads and township roads, and any other duties as may be designated by the board of county commissioners.

Summer operation hours are from 7:00 AM to 5:30 PM, and normal winter hours are from 7:00 AM to 3:30 PM.  With the exception of snow and ice control operations which may be conducted as early as 5:00 AM and as late as 8:00 PM.  Exceptions for potential emergencies will be made as determined appropriate by the supervisor.

Snow removal equipment will not be dispatched when, in the judgment of the supervisor, low visibility or other conditions are such that the risk to operators and other motorists outweighs the benefit of snow/ice operations.  In the event of police, fire or medical emergency, vehicles may be dispatched at the direction of the supervisor.
